Shouldn't come as a surprise, as they've pushed it to the last minute nearly every year under the current administration. Even in 2002, when Julius Peppers signed the Monday before camp, it took until the late the night before practice began to get second-rounder DeShaun Foster under contract.
And while Jon Beason in 2007 (eight days) is often listed as their only holdout — even though the word's not technically accurate since the rookies have never signed a contract to hold out from — it's not entirely true either.
In 2003, they went deep into the night to get first-rounder Jordan Gross done. But second-rounder Bruce Nelson missed the first two practices before his deal was finalized later on the first day of practice.

The salaries and guaranteed money are bracketed - the negotiations have to be for incentives and bonuses. Why those couldn't have been worked out weeks ago is a real mystery. Hurney procrastinates on the first-rounder every year.
